How we score work
Completeness first. Time-to-first-attempt is Phase 1 DRAFT.

We score the packet you actually filed: GPS lock, photos, and notes. Missing GPS, recycled photos, or an empty reason on non-service will hold the file for human review.
Time-to-first-attempt is a Phase 1 DRAFT measure. We will publish the hour window when Ben sets it. Until then, treat first knock as prompt relative to the deadline on the file — not a silent SLA.
Repeats and holds go to a person, not an automatic fail. Lee’s Performance topic is the conversation after you pull over. There is no public scoreboard on the board.
- Completeness: GPS, fresh photos, notes, and a lawful outcome.
- Holds / repeats: human review — do not keep submitting the same broken packet.
- License-only vs Network-on does not change photo or GPS rules.
